[ARCHIVED] Joint Council Work Session & Rescheduled Regular Council Meeting - December 11

Council and COW

The City of Gulf Shores will hold a joint Council Work Session and Rescheduled Regular City Council Meeting on Monday, December 11. This meeting will take place at 4 p.m. in the City Hall Council Chambers located at 1905 West 1st. Street. 

This meeting is open to public attendance. Questions and comments will be taken in person at the meeting. Meetings will also be streamed live via Facebook for viewing only. All comments or questions must be presented in person.

Councilman Discussion Period

  • Councilman Steve Jones. - During this time, a Councilmember may bring forward any topic he would like to discuss with other councilmembers and the public.

Building Department 

  • Purdy Restoration Services LLC has made application for a business license to do contractor work in Gulf Shores as a Homebuilder. The Alabama Homebuilders Licensure Board has issued Keith Purdy with Purdy Restoration Services LLC a Homebuilder License. Purdy Restoration Services LLC has been issued four stop work orders for working in the City of Gulf Shores without obtaining the proper building permits prior to commencing work.  It has also been documented Purdy Restoration Services LLC did not have a current business license while performing this work.

City Clerk 

  • Christie Strategy Group monitors and evaluates various state legislative issues and advises the City on the components of an agency and legislative plan and the appropriate strategy necessary to achieve the goals of such a plan.  They also perform such other services with regard to state legislative issues as mutually agreed to between Christie Strategy Group and the City. Renewal of the contract for Christie Strategy Group so they may continue to provide representation and public affairs support concerning various state legislative issues.
  • Van Scoyoc Associates, Inc. monitors and evaluates various federal legislative issues and advises the City on the components of an agency and legislative plan and the appropriate strategy necessary to achieve the goals of such a plan.  They also perform such other services with regard to federal legislative issues as mutually agreed to between Van Scoyoc Associates, Inc. and the City. Renewal of the contract for Van Scoyoc Associates, Inc. so they may continue to provide representation and public affairs support concerning various federal legislative issues.

Environmental/Grants Coordinator

  • As part of the City’s Vision 2025 Plan for Sustainability and Strategic Plan 2015-2019, the City is committed to protecting our natural resources by raising environmental awareness.  The City has been awarded $13,430,451 in RESTORE funding for the design and construction of a facility that will support ecotourism and environmental education in the Gulf Coast region as part of the Alabama Gulf Coast Recovery Council Multi-year Implementation Plan (MIP).  Authorize by Resolution Amendment No. 4 of the RESTORE Sub-Recipient Grant Agreement
  • M1A10-GSAE with ADCNR to extend the Period of Performance by 10 months from 5/31/2024 to 3/31/2025.
  • Authorize the Mayor to execute a contract for LEED Commissioning Services with Sherer Consulting Engineers, LLC, for the Gulf Coast Eco Center Project in an amount not to exceed $25,050.00.  

Planning and Zoning

  •  Applicant seeks Site Plan/CUP approval to allow Dwelling Units Licensed for Vacation Rental.  In accordance with Article 6-18. Dwelling Units Licensed for Vacation Rental, Dwelling Units Licensed for Vacation Rental may be approved in individual multi-family developments located in the R-4 Zoning District by Conditional Use Permit (CUP).

Police Department

  • Axon Enterprise Inc. Professional Services Contract to provide Police Department Drone Streaming, Data Storage, Training, Equipment and Geospatial Mapping. Authorize the Mayor and City Clerk to negotiate and execute a contract between the City of Gulf Shores and Axon Enterprise Inc. in an amount not to exceed $43,027.87

Public Engagement Officer

  • City officials and department heads have identified the need to increase input and engagement opportunities with residents during the decision-making process. One of the strategies included in this effort was launching a bi-annual Resident Satisfaction Survey. Authorize the Mayor to execute professional services contracts with ETC Institute in an amount not to exceed $21,000 to conduct the second annual Resident Satisfaction Survey.

Recreation and Cultural Affairs

  • Public Assembly Permit – Gulf Coast Regional Volleyball Association, Inc.
