Gulf Shores Pauses Select Development Applications as New Comprehensive Plan Begins

On Monday, March 23, the City of Gulf Shores City Council approved a 12-month suspension on accepting certain development applications as the City begins work on a new, city-wide Comprehensive Plan. The pause goes into effect immediately. 

The ordinance applies to rezonings, new planned unit developments (PUDs), land uses requiring conditional use permits (CUPs), and major subdivisions outside approved PUDs that require extending public streets and utilities. Applications already submitted and accepted before March 23 are not affected. 

City officials approved the temporary suspension to ensure that future growth aligns with infrastructure capacity, transportation needs, and the long-term vision for Gulf Shores that will be shaped through the Comprehensive Plan. The Comprehensive Plan process will evaluate the City’s existing and future needs for transportation, water and sewer services, public facilities, and land use policies. Residents, businesses, and stakeholders will be invited to participate throughout the planning effort. 

“This is about thoughtful growth,” said Mayor Robert Craft. “We’re taking the time to gather community input, review land‑use and infrastructure needs, and produce a clear plan that reflects Gulf Shores’ vision. We intend to ensure that future development enhances our community rather than straining it.” 

The moratorium will remain in effect until the City Council acts on the completed Comprehensive Plan or until the 12-month period ends, whichever comes first. 

If necessary, Council may extend the suspension for up to two additional periods, totaling 6 months.
