Hurricane Re-Entry Decal/Beach Parking Pass
In the event of an emergency where areas of Gulf Shores are evacuated, Hurricane Re-Entry/ Beach Parking Passes serve to identify those who should be allowed into a restricted area(s) at the appropriate time. These passes also serve as a parking pass to any City of Gulf Shores corporate limits resident/property owners access to the resident-only parking area located at East Gulf Place and free parking at all City of Gulf Shores paid public parking areas.
Obtaining a Hurricane Re-Entry/Beach Parking Pass
Current Residents & Property Owners
Each Gulf Shores resident/property owner living within the corporate limits of the City of Gulf Shores should receive two decals mailed to the billing address on record with Baldwin EMC during October every two years at no cost.
New Residents
Incoming new residents will not be charged for the initial first two decals. These will need to be picked up at City Hall or the Gulf Shores City Store. New residents are asked to please bring proof of residency or property ownership along with a Driver’s License for identification purposes in the form of a deed, lease, or utility bill that bears the street address of their property.

1821 AL-59, Gulf Shores, AL (Corner of Hwy. 59 and Clubhouse Drive)
Hours:
Monday - Friday, 8 a.m. to 5 p.m.
Saturday, 10 a.m. to 3 p.m.
Additional Passes
Residents may purchase up to three additional passes for $5 each. Proof of residency or property ownership, along with a Driver's License for identification purposes, is required in the form of a deed, lease, or utility bill that bears the street address of the property for which the decal is being purchased.
Replacement Passes for New Vehicles or Damaged Passes
Please remove the old pass from your car window, preserving as much of the decal information as possible, and bring the remains to City Hall or the Gulf Shores City Store to receive an exchange at no cost. If you cannot provide evidence of your old pass, replacement passes can be purchased for $5 each. Proof of residency or property ownership along with a Driver’s License for identification will be required for the purchase of additional hurricane/beach decals in the form of a deed, lease, or utility bill that bears the street address of the property for which the decal is being purchased.
Placement of Hurricane Re-Entry/Beach Parking Pass
Decals must be permanently affixed to the inside windshield on the driver's side of the vehicle. Any pass that is not permanently affixed to the vehicle as stated will not be considered valid and is subject to towing or fines at all city-managed parking areas.
Hurricane Re-Entry/Beach Parking Pass Distribution During Emergencies
In accordance with City of Gulf Shores Resolution 5642-16, once a Hurricane Warning has been issued for the Gulf Shores area re-entry/beach parking passes are no longer distributed to any residents, businesses, or other entities. It is imperative to make sure you have your current pass before an emergency occurs.
Emergency Districts/Hurricane Zones
Every property and home within the corporate limits of the City of Gulf Shores is located in an assigned emergency district/hurricane zone. The number on your Hurricane Re-Entry/ Beach Parking Pass corresponds with your property's respective zone. It allows police and emergency personnel to quickly identify who should be allowed into a restricted area(s) at the appropriate time in the event of an emergency and security checkpoints are activated.
