Phillip Harris

City Council
Title: Mayor Pro Tempore - Place Three

Councilman Philip Harris has lived in Gulf Shores for over 30 years. Philip graduated from Homewood High School in Birmingham and attended the University of Alabama where he majored in business administration.

Philip and his wife Jill moved to Gulf Shores in 1986 to join his parents and brothers in operating the family business, Nolan’s Restaurant. In 1993, Philip started Harris Construction & Development and he and Jill reopened Nolan’s Restaurant.

Philip has served on the Planning Commission for over a decade. He also serves on the Board of Directors for the Gulf Shores Utility, and is a member of the Gulf Coast Health Care Authority. Philip’s desire to serve as Councilman was a result of witnessing his father’s (George Harris) passion for serving others, as he was a Councilman for nine years. Philip has a strong compassion for protecting and enhancing our quality of life as residents and being proactive in determining the path that growth will take us.

Philip and Jill have three children all of whom were born and raised in Gulf Shores. Lindsay and Liana both graduated from Troy University and Hunter, who is pursuing his degree in Tuscaloosa, AL.
