The Gulf Shores City Council Work Session meeting, also known as a Committee of the Whole meeting, will be held Monday, March 20, at 4 p.m. in the City Hall Council Chambers located at 1905 West 1st Street.
This meeting is open to public attendance. Questions and comments will be taken in person at the meeting. Meetings will also be streamed live via Facebook for viewing only.

Councilman Discussion Period – Councilman Philip Harris
- During this time, a Councilmember can bring forward any topic he would like to discuss with other councilmembers and the public.
Recreation and Cultural Affairs
- Approve Memorandum of Understanding for 4th of July Fireworks Display between City of Gulf Shores and the Department of Conservation and Natural Resources, State Parks Division.
- Approve contract with Pyro Shows to provide July 4th Fireworks and authorize expenditure of $36,500.00.
- Approve Assembly Permit for semi-annual youth sports event known as Phinman Youth Triathlon scheduled to be held on September 4, 2023.
Planning & Community Development
- Authorize contract with Barge Design Solutions for the development of an Airport Master Plan for Gulf Shores International Airport Master Plan in an amount not to exceed $151,619.00.
- Approve application of Mr. and Mrs. John Whiting for annexation of their personal property located at 4715 County Road 6. The applicants are annexing to take advantage of public beach parking privileges and discounted Recreation Center membership.
Engineering Department
- Award primary contract for disaster recovery assistance following a natural or manmade disaster to CrowderGulf based on unit pricing shown in bid opened March 1, 2023.
- Award secondary contract for disaster recovery assistance following a natural or manmade disaster to Cere Environmental Services based upon their unit pricing shown in bid opened March 1, 2023.
- Accept professional service proposal from Skipper Consulting, Inc. to update traffic signal coordination parameters for all signals located along State Hwy 59 and nearby intersections in an amount not to exceed $31,300.00.
Public Works Department
- Approve annual KONE Elevator Maintenance Agreement in an amount not to exceed $23,240.00 for a term of one (1) year with the option to renew for five (5) additional years.
- Award bid for fire rated doors, frames, and hardware for Gulf Shores Elementary School renovations, Buildings #200 and #300, to Brabner and Hollon, Inc in an amount not to exceed $206,600.00. Overall project to be complete by August 8, 2023.
- Award bid for assorted mosquito control products to Target Specialty Products, BWI, ADAPCO, and Clarke Mosquito Control in an amount not to exceed $30,000.00. The bid will be good for one (1) year with the option to renew for two (2) additional years. The products are used for city-wide mosquito control.
Economic Development Coordinator
- Authorize execution of Second Amendment to the Waterway East Boulevard Funding and Development Agreement with Coastal Resort Properties, LP (CRP) to amend sections related to CRP’s obligation to reimburse the City for 50% of the soft costs and remove the required $1.215 million letter of credit in favor of CRP depositing the full outstanding balance ($830,081.89) of their reimbursement obligation in a City escrow account.
